Yes you can. If it's useful, depends on what you are using it for.

I've talked about it before; It is very possible to play wow via proxy, however unless you're paying top dollar for a good proxy; your connection will be poor.

This, you are going to want either a top-notch one or a local one, otherwise the lag can get to levels unbearable for even questing, let alone raiding or PvP.

Free? No, not unless you know someone who will host for you. Otherwise if you're worried about bans, you can unplug your modem for 8-24 hours after you bot, then your IP will change (for the most part, most ISP's issue new IP's if your modem is down for that length of time)
