[PQR] rootlsuer's Schitzo Arcane Mage

I play mostly as frost and love Mentally's Hysteria so I took a couple hours and made an Arcane rotation using her code.

No testing has been done beyond the dummy but feel free to try it out here:

Using simc 5.4 R4 APL for logic; resulting dps matches fairly well.

Please use a clean PQR install if you want to avoid breaking any of Mentally's profiles as the data file may be regressed or will be and visa-verse.

For now remove/disable Spell Singer; this looks like an upstream bug. The only time i spellsteal is using click spell queuing so I haven't encountered it. Is it possible to paste more of the error?
