How about making your own? xD just use vendors, spawn them at the place u want xD

Julian's works last time i heard, redo it.

Or make your own, incredibly simple to do.

make a few items, shove them in a few vendors, and call it a mall.

Find their display + faction ID and make your vendors have that ID.
