[PQR] Error at launch

Hey guys, trying to get PQR running on this new laptop form work, get this error at launch :

I have admin rights and launched it with admin rights...

I Do have it installed.

I think it has to do with the fact that the account i am using is not the admin but does have admin rights... even launching the program with admin rights doesn't solve this... freaking windows 7 user manager crap..
