190 euros appears pretty steep to go from 2k to 2.2k. Also, I am a US player, does this apply to US servers as well?

yes, dont deal with them. I have already contacted a mod. Have full screenshots to prove everything. wish i knew not to trust this guy, i guess rep/joindate/posts/CONTRIBUTOR isn't enough to trust someone.
