Turbulent necklace at level 19

Hey guys

I have a question regarding Turbulent Necklace, item found in level 60 dungeon bags. I found a level 19 paladin with 3 of them : Xià @ Drek'Thar - Jeu - World of Warcraft (watch his activity feed)

How is this possible ? Thanks

used to be an exploit for this. you'd get 4 ppl you know to queue up for a dungeon. then invite the low level. he couldn't enter, but was still able to get the bag from the dungeon.

it's been fixed.
