Possible to tell when a rare/ledgendary has dropped offscreen?

I'm new to the memory reading stuff, but am pretty decent with coding/scripting.

I wanted to make a little program that finds when rares/legendaries drop as sort of a starter project to get into this whole scene. I'll probably start off writing a script in python using the read memory function out of the pywin32 library, but that's just a guesstimate at the moment as I get a handle on the task here.
I figure it should be doable, I could either read memory addresses or maybe watch sound files being accessed.

Can a pro give me some starting tips? Which path should I take? How do I find the files/addresses that I should be monitoring.

Will be stoked if someone can help a budding coder out.

you can call function: GetInt
Item_Quality_Level = 0x127
