"Locale specific files are missing or failed to connect to Agent. Please reinstall the game!"

do you mean redownload? wtf ... i redownload the game 2x!

i think all i need is the Locale files

stop trying to start the game after it's 100% downloaded. Just quit the launcher, get Madcow, and work from this. You'll have to revert to patch 14 but that's another problem.

Edit: I think I read too fast. Maybe just downloading the MPQs up to 8815 could work, it's about 1.4GB in size.
