Good EU server for PvE Pugs?

I want to start a new character with the new SoR, and since i have alot to do and wont always be able to meet at set times raiding with guilds are pretty much out of the picture. So i want to know of a server where you almost anytime can find PuGs, prefferably 25mans.

Top realms with high population are good for pugging, quite expectably. You might also want high ratio for your preferred faction.

Kazzak horde is very good, We have Dragon soul pugs running constantly and for every skill level of players. Some that only do 3/8 normal to some that do 6/8 hc. However without the Destroyer's End you can forget joining a pug as they require the achievement to let you in.
