Can't post in scam help section

Hi, I had a question regarding a situation I'm in at the moment as was going to make a topic in that section but it says I'm not allowed is this due to me requiring a certain amount of reputation or something, if anybody could explain that'd be great..

You see that star button at the bottom bar of your post? That's the rep button. Whenever you make a good post that some member likes they will usually give you rep (reputation) by pressing that button. Reputation is required for various features on the site such as posting to some sections and gaining access to certain sections.

any idea on the amount of reputation required to ask a question in those forums?

Possibly just the rank of Active member which is ~5 - ~15 rep and some posts.
