In his payment he added the note that its a "no refund" payment. It's now clear that this is a trick to make me feel more safe, but do you think if I contact PayPal and explain this, that they will hold him to that?

Yes Jasonzaw is a scammer. He set me up at 13:13 GMT +1:00, he sent the money and I gave him the currency, and after just 5 minutes the money was refounded. So I can smell some scamming going on here as well.
