Reducing GM rights ? Possible ?

So I want to ask is it possible to decide what commands GM's can do. I was thinking if you could decline them from e.g. spawning objects or teleporting.
One more. If its possible should I have my own core. I mean I am using a repack. ArcEmu.

You can modify what level of GM can use each command inside of chat.cpp
