I Don't believe there is a repack, You have to edit the core on a premade repack. I would just pick one from the releases and follow this guide

You make trinkets or equip-able items that make you mount and fly in azeroth. You can't, however, Use a spell like a normal mount. A private server that i know of that still uses this method is badash.

Look, honestly I have no Idea with the "Core" Thing, I'm not good with that junk, but its getting old being flamed for trying to help someone
Common key words:
- Apache - A program used to host websites with.
- Core - The term "core" refers to which server distribution you are running, commonly ArcEmu, MaNGOS, or TrinityCore.
- C++ - A programming language the majority of cores are written in.
- C# - A programming language that some cores are written in. These cores are often no where near up-to-date with retail.
- Cache - A folder in your client that contains temporary data to save loading times.
- Client - World of Warcraft, often refereed to as 'a 0.0.0 client' meaning the patch you are on.
- Compile - When you turn the code into the files needed to run the server
- DBC - Data extracted from the client that contains data for the server.
- DLL - A compiled C++ script. Often required for programs to work.

I knew what it was..I was referring to editing on a repack. I guess you can't. My mistake.
Well a repack is really A database & core with the specific needs or what the the packer whats. Some repacks only have database edits with custom mobs, vendors, weapons and ect... If you have that type of repack. Then im guessing that i guess you could compile your own core with your needs ( Flying in Azeroth ) and put it into your Repack or server file .
