The best plan for Mutilate is to go with Slow/Fast. For exactly the reason you describe. Focused Attacks gives you more energy because of the faster OH. It used to be that you'd want to go fast/fast to maximize the benefit of Focused Attacks and poisons, but they normalized the proc rate of poison to be the same relative frequency for fast and slow weapons.

So nowadays the energy restored from Focused Attacks outweighs the amount of damage lost to Mutilate using a fast weapon in the OH.
