This is my 4th photoshop job. i think its ok. What do u think, on a scale from 1-10 . ?

Pretty hawt. You could make the text a bit more clearer though.
And some cool border or anything would make it nicer to.

I still like it 8/10.

Make a new layer ,then press ctrl+a then go edit then stroke then you will get it.

Doesnt work. It just fills it all with the color i selected
