Every Database i used everyone starts in GM Island how can stop this

Change under "playercreateinfo" and set all the classes/race combos to the correct location.

In your world configs disable GM's start on GMIsland near the bottom.

Nope, configs override the player starting local if the player is a GM, that is why you must disable it.
