Possible ideas to get users to register..

Put a BIG box in the middle of the screen reminding them to register on the site. The big box won't disappear for 15 seconds.. and theres no way to close it.

or

make a lot of popups and ads viewable to guests only..

the box one dont make it where is only shows for 15 sec make it where its always up but in the top left or right hand corner saying sign up to post and and get more help or something like that cuz a box in the middle of the scren would annoy the **** out of me lol and ads suck ass

again ill use this suggestion. When you find a new great exploit, post something in the exploit forum such as..

Subject: "Get ontop of The Night Elves' Starting Zone Tree!" (example)

Body: But i will not post it untill i get 1000 new votes.

make a slide-along pop-up that says Register now! help contribute..blahblah balh hla. and make that HUGE covering the thing and they have to close it everytmie they vsist a page.

Just make the board readable only by registered users. (avoid leecher guests)
Keep the best exploits in a 'private' section readable only by members that have X amount of rep. to encourage the posting of interesting content and participation to the board community.
