how do I verify my paypal account (by buying vcc) without getting limited? because whenever I get enough money (like $8 for example) I always get limited whenever I try buying the vcc so how does anyone get around this?

I dont have any other paypal accounts that are verified and i dont have a credit card etc.

the way to get a VCC to verify a fake paypal account is to buy it with your real verified one or your credit card legitimately. without that, you are shit out of luck

Australian Paypal does not require you to be verified, I think all they ask is a phone call, but you can use Restricted number code to be safe. ( I hear some people say that Canadian is not working anymore that way but I'm not exactly sure about Australian )
The thing about Australian is that you need to upgrade from Personal account to the other kind and then you'll be all set.
There are actually few guides on this. As well how to work with Virtual Banks and Credit Cards.

Really, I would just suggest trying using the Australian paypal and buy things online with it.
It's simple, safe, and secure.
Many threads on em. I'm sure I bumped into few couple of days ago.

First and for most I was requires to give them a call the verify it.

I've made 10 Aussie Paypal accounts and none requires a call. You have the option of adding a phone number but that is just plain stupid in my opinion. It is not required.
