The fact that it is unverified pretty much screws you to begin with, but I do believe, unless paypal changed their policy, you can't send money until you solve the dispute.
May be wrong, again haven't gotten in a dispute with paypal for a very long time.
You can still send money but if there are funds held due to the dispute that is on the account you must first pay for those funds if they were withdrawn from the account before held , if the funds were never withdrawn and your account is just at 0.00 with the dispute ya of course you can still send and receive payments.
If someone opens a dispute with you in paypal, an unverified paypal will be limited, and you cannot send / receive money.
