[Idea and Request] A C++ BOOK OF RULES!

Hey guys i want to make a Book of RUles for my server, and i dont want that crappy backround like in quest books in retail. I want a backround like Gastric's Control Panel. I need to make it like World of Chris has their Book.


For example


Server Rules---->Goes into another page
Basic Idea and Goals----> new page
PVP Rules----> New page



I was thinking of melding this into Control Panel but i need help no idea how to edit it.
