This file was added to the OpenAscent SVN today. Its VERY self-explainitory, but let me explain for those who can't read very well .
This is basically a "funserver".conf file as if you change anything then you have made yourself a funserver or instant 70 realm. Its now much simpler to do that.
First, we will look at this first bit of coding:

GenLevelCap = "70">
StartingLevel - the level you want your players to be upon logging on.
LevelCap - the maximum level at which players' stats will increase
GenLevelCap - this stands for generated level cap. This is the level that the "formulated" expierence forumulas will stop computing at.
Now lets look at the interfaction (interalliance) section.

First, let me start off by saying that zero means that the option is disabled and that "1" means that you are enabling it.
InterfactionChat - allows different alliances to speak to each other
InterfactionGroup - allows you to have different alliances in the same party
InterfactionGuild - allows you to have a guild that contains both alliances
InterfactionTrade - allows different alliances to trade with each other
InterfactionFriends - allows you to have friends of the opposite alliance on your friends list
InterfacionMisc - allows you to use /who and other slash commands on the opposite faction
CrossOverCharacters - allows you to create both a Horde and Alliance character on the same realm (PvP)
Finally is the color section of the config file.
AnnTagColor - the color at wish you wish your brackets [] in your server announcements to be in<Color AnnTagColor = "2"
AnnGMTagColor = "1"
AnnNameColor = "4"
AnnMsgColor = "6">
AnnGMTagColor - the color you wish the GM and Admin tag to be in
AnnNameColor - the color you wish to the GMs name to be in
AnnMsgColor - the color you wish to the GMs messages to be in
Use this to help pick the correct color with the corressponding number:
LightRed = 1
LightBlue = 2
Blue = 3
Green = 4
Red = 5
Gold = 6
Grey = 7
White = 8
Magenta = 9
Yellow = 10
Like I said, this is VERY self-explainitory and you probably don't even need a guide for this. But I know some questions will arise and I can point them to this thread .
