Tor Issue

I have been trying to use tor to hide my ip while doing paypal scams, but I find it ridiculous that it changes your ip every 15 minutes or so. That alone ruins the scam since it will lock your paypal after about 2 different ips. Does anyone know how to make it so it won't change IP's automatically? If I can have it stay on 1 IP then I can complete payments with paypal, if not does anyone use any other proxy/ip hider programs.
I've tried various proxy websites, even though they work with paypal, they don't work on setting up an email.
