Artifact effects working via transmog
I have not done any testing, but this may lead to some very broken mechanics.
I was doing a timewalking dungeon, Zul-Farak. A warrior had his weapon transmogged as "Strom'kar, the Warbreaker" which has the effect to fear any troll for 2 minutes. Once walking by any mob in the dungeon they would get feared for 2 minutes. This effect actually hindered the speed in which we could complete the dungeon. But the effects of other artifacts might have stronger uses. I didnt play wow during the time of artifacts so I'm not certain what the other effects are or how useful they could be.
TLDR - Having your item transmogged as an artifact can give you the artifact power. The circumstances where this works are not 100% clear as I only saw this in an instanced time walking dungeon in zul-farak.
-Some artifacts that have more powerful damage or healing effects, with possible odd scaling since the effects have not been usable for a long time. If this works in instanced pvp or pve content it could be gamebreaking.

Seems like this is a known effect - and is unique to this weapon - not something you're going to find happening with other artifacts.

Its known thing. Thats why prot palas using artifact weapon tmog in DF while running Court of Stars m+.
