I don't think that is a private server. You can go into practice and try out any character. It is free to play so I'm not sure why there would be a private server for it.

King leoric is not yet in the game (however his files are) so it is a private server. It is not hard to do, just fake authentication so the client can log in and enter try mode with a different hero ID.
I would code this but I can't be bothered since there's 0 benefits to this either than curse network getting some views on their site.
