Sound output into different device.

I am curious, when using text to speech plugin aka shrinesoundplugin (the goblin, pylon, pools announcer) to customise the output of that sound instead of running through default windows sound channel.
Although if I'm not mistaken it uses the windows default speech module anyhow.
Like in D3 itself in options can customise the game to use different (headphone, speakers...) output device for example like "virtual cable".
Any ideas?
