Every new thing they do to increase/change pokemon spawns seems to give a bump in overall users. I'm sure with the water festival just ending, they are seeing a drop is users. Pretty sure they'll have some new event or features added soon. Just to keep the number of users up. Maybe an increase in Dittos for the weekend with a release of shiny ditto? It rolls with the April Fools holiday.
