QUESTION: Power up before or after evolving?

Question: I have a 15cp magicarp with 100% IV. Should I powerup it then evolve into gyrados or evolve into gyrados then power up? Or neither? I should find a better magicarp?

At the end even if it takes more stardust and time it will be stronger than a for example 500 cp magicarp but only 70% IV evolved? Or am I wrong?

I think it's the same if you evolve before or after, I think it just scales way more after evolving to it should be the same, not 100% sure though.

It doesn't matter. The IV ensures that the Pokemon ends up at it's highest potential level.

if you power up a magikarp, you'll get +3 cp, then +4 cp, then +3 cp etc etc. if you power up a gyarados, you'll get +38 cp. do the math yourself.

It changes all them 3's and 4's to 38s once you evolve it tho :-/ I've done it both ways and BOTH my 100% dragonites are the EXACT same cp.
