Well, when you submit an appeal, they'll email you some probably computer-generated email stating you've been permanently banned and then there's a link within the email to Niantic's ticket system. Your appeal should display there and its status.

Solved means they have already dealt with it.

Open mean they're in the "process of solving, fixing, or looking up your problem".

It automatically closes your ticket if you create an appeal, if you create literally any other category of ticket then it will stay open.
