If you mean max trainer level, its's 40
But, it will take a very long time, even 30 to 31 may take 1 week to 1 month lol

Yeah for sure shouldn't be a default setting for people trying to level up fast.

I was surprised to see it to but by default the setting is set to false wich means that it does not use it. But it is implemented if u want to, just have to turn it on.

I am thinking Ferox catches are "Excellent" giving double XP. At least that is what I am noticing.

if it runs into three pokemon, say two pidgeys and a charizard, you're getting all three of the pokemon. if you have it set to not get pidgeys, you're getting a charizard, but losing 200XP and 8 candies by having it not also capture the two pidgeys.

Yes, but when u're starting out, you want more variety. I'm level 21 but i still want to try catch every pokemon, instead of catching the same pokemon over and over

You have to change your credentials in user.xml
