No, actually a lot of accounts have dratini/dragonair/dragonite 100%IV, but some of the accounts dont have, so we dont say 100%IV is guaranteed, but is normal have.

Very good account but i didnt got the 3100+ dragonite, even using dust and candies the mx i got was around CP 3086 and other dragonites where really bad, i had to evolve dratinis. But even so the account is good.
