Provide more information on what leads to the dispute: Was locked out of my paypal so i refunded the money and asked for it to be resent on another platform and he is unresponsive to all messages.

Don't trust him. I have it on good authority that he's a verified scammer. Recall your payment if possible and only interact with the user with suspicion

We've discussed it internally, and have handled it. The user was investigated for other issues and is not allowed to sell on our platform.
