Having Negative Rep disable thread posting privileges

Hello

I thought this was already in place but recently I learned it is not.

I have noticed we do not have moderators from different timezones on all the time, which is fair, but at times we get these advertisers who just go unchecked for hours. Could we please add a feature wherein having negative rep would disable a members ability to post threads. This would help the moderator team by letting Legendary rank and higher members negative rep a spammer.
As thread creation is advertised in the shoutbox if there are members online they can just negative rep the offending spammer and stop the spam right there and then.

i link that as its a related suggestion. i think having one person being able to disable an account is a bit too much. requiring -4 rep in total would be good, because it would mean two people with the ability to -rep both have to downvote.
