Shorter report delay for higher ranked members

If it's possible to implement it would be awesome if higher ranked members (contributor and up?) would be able to report threads faster than once every 30 seconds.
Some days you just run into a bunch of spam threads or lots of threads posted in the wrong section.

Please consider taking another look at this. Every time I check in on OC I see a lot of spam from bots, and I'd happily report each one. But the 30 second cooldown makes it tedious instead of satisfying.
