Rep "obligation"?

Since some people do not give rep for useful posts and just leech the things on Mmowned, why wouldn't there be a kind of poll needed before anyone(except mods and so) can post a reply. Maybe somethign like

"was that post useful?"
-Yes: let's give some rep
-Kind of: maybe not worth rep(person chooses)
-no: not worth any rep
-report post

You shouldn't be obligated to rep or to comment, that should all be by choice.

Putting obligation into it would make the site irritating, and rep not worth as much.

If you remember to rep the person for the post they may deserve it but if the post is insignificant enough not to remember to rep them, then they may not deserve it, but in the end its all up to the readers.

I agree with mager, for one the rep system would become a giant flaw and people would easily rep trade. i could go on. But this isn't too great of an idea no offense.
