All I wanted to say about it is, that i reckon the general programming section should be the place to ask all your questions at whatever language. So turn the rest of the forums into [NO QUESTIONS HERE].

I think if you have a question about programming in general, it can go in the general programming forum. If it is about a specific language, there's a forum for each one so you can get specific help.
All the sections in the programming area should allow questions IMO.
I agree with Hefty, if you have a question about C++ it should be in the C++ forum, not the General one.

I have a theory that our programming forums don't see much action because there are so many inactive ones. If we combined them in some way and used a tagging system like the model edit forum does, at least the forum would give an illusion of activity. When I see empty forums in there, I think they never have--and never will--be looked at, so then I look to post elsewhere.
Sure there should be some sub-forums for the more popular and relevant languages (like Lua!), but a CSS sub-forum inside of the rarely used "Client side" section seems like overkill to me.

well we have some highly skilled programmers here, if u have a question with one of the languages then ask it in the appropriate section.
