Zero reputation?

Whenever I try to +rep someone I get "You are not allowed to give zero point reputations" but I've never had this happen until recently. Someone posted an image showing they had a choice of how much rep to give but I've never seen it. Kind of annoying because there's lots of threads/posts I'd like to +rep but can't.

That's what I don't have. There's no box at all.

That doesn't make sense, it's in sections (WoW Exploration/Exploits) that I've been giving rep out up until recently.

Rep power is now usergroup specific (sadly), and you should be able to rep in those two sections.
As I said before, I suspect its broken for your usergroup specifically.
