English --> Chinese

Well as most of you know, alot of the scams here involve an English to Chinese translator. The problem is, whenever I try to translate, all of the Chinese chars are question marks...I'm usign Firefox, and I've talking to a few people who can see the Chinese chars, so what do I need to do?

Control Panel --> Regional And Language Opts. --> Keyboards and Languages --> Install/Uninstall languages. for vista
For XP

• Click Start on the task bar, and click Run...
• Enter "intl.cpl" and click OK. This brings up the Region and Language Options.
• Click on the Language tab.
• Check "Install files for East Asia Languages". Click OK when a promote box appears.
• Click OK. You may need to put your Windows XP installation CD in your CD ROM, or locate the source in your computer.
• Wait for several minutes until the files are installed.

I personally run vista so I wasn't sure about the XP ones. I had XP awhile ago and had to turn it on so I could read some Korean site.
