Depends on what kind of site would you like to make.
If you're a beginner...then I'd suggest you reading some HTML tutorials or something.
If you want a small site, then make yourself a blog, doesn't require alot of knowledge.
But your best bet would be coding your own site.
Or, if you're planing on setting up forums, then...search...
