Normal users giving negative rep?

I wasnt sure where to post this, so I figured I'd go off topic.

I was perusing the forums the other day and I found this: http://www.mmowned.com/forums/members/131747-greed.html

If you notice in greed's rep page it has this user giving him -350 rep: http://www.mmowned.com/forums/member...ixelflame.html

I was under the impression that only legendaries, mods, and admins could negative rep people, and even in that circumstance, they only -rep as much rep power as they have.

Greed went from elite to leecher with this. How was this possible?

Hmm. Maybe he bugged or hacked to do it.

Greed was a twit, "an admin" edited the rep given by that person to the negative amount.
