I recently scammed a account. the only problem is i never got the SQ/A. all i ever got was the email changed, password chenged, etc. is there anyway they can the account back? and is there anyway to stop them from getting it back

If the original owner of the account calls Blizz and asks for his/her account back then Blizz will give it back to him/her . If you don't have the SQ then there is nothing you can do about it .

Well, in some cases. In terms of how exactly he scammed this person, if the person remembers his or her SQ/A and how old that person is. It also has alot to do with the common sense level and such. If that person does call then yes, it is over. But what if he calls instead?

Chances are if you scammed him, he's already not scoring too high in the IQ department.
