Creating a website?

Ok, if i was create a website, like the design and so fourth.. what programs would you recomend to do so? I wish to create something similar to WoW's site.. but not as big.. so a smaller version, all the un-neccessary things taken out..

So basicly, what programs should i use.

Just get the WoW phpbb or vBulletin theme and use the images with you're website! Just use NVU and put the images to gether...
