Is there any way to play an offline server?

Anyway, as far as i know there is still no real emu so it looks like you got no chance.

For older versions it was possible to just set your configs to local host and then run the private server, don't know how emulators are working nowadays but you might want to find some guides on how to set up a local host private server.
