ExileAPI plugin : OnlyGoodMaps

Since we dont have Cartographer's Seals anymore I wrote simple plugin that warns you about bad map layouts.

Map base is updated to 3.9 poe patch (65 very good + 28 good + 41 cancer + 19 unqiue = 153/153 maps covered)

Reduced cancer maps to 15 (yep I know about priority map system). I did it by removing maps that cant spawn 15+

Bit of fiddling but got it working. Thanks for the python while the HUD code is closed
