I have heared not about a single person which got banned after using such tools, even if they can(they probably can) detect that you have messed with their files, it is simply cosmetic and as long you dont give yourself mtx they probably don't care.
And even if they would ban you because of this you can write them an mail that poe is simply unplayable for you performance wise with all those effects (it in fact is) and that there is no other ingame option to tone down all those flashy effects so you have no other option than this.

And when ppl claim they got banned because of this it is likely 99.99% that they used some bot, etc. and it was still in their memory.

They definitely can ban for editing the files if they so choose to. Assuming that they will take into consideration what you modified is not a safe assumption either. Look at WoW, simple character model edits that aren't designed to create any advantage (like removing the clothing of characters) still results in a ban.

Just add Cyclone in your DisableAllExcept List. Simple as that.

Example how the list goes :
