I cannot add pluging to the dx9 version ? ( usualy run dx 11 but game keep crashing when i use scorching ray with dx11 so i have to play in dx9 for now )
Plugins are not supported in the dx9 version of HUD.

Ok, that's not really a launch, so I was confused. It should work just fine to start the race unless they do some patching beforehand, but I don't think that's expected.

Does changing "ShowFloatingCombatDamage": false, to "ShowFloatingCombatDamage": true, work?
I've tried enabling it but can't see any damage number above the monsters..
It does for me. I always have it on with all monster types (even though for whites it's mostly pointless, I still like it when I level a new character or race). Make sure everything leading up to it is turned on, as well. If you have healthbars off, you can't see the floating text, etc.

I don't think there's going to be any patching actually since they said you can create your characters and stuff 30 minutes before to be prepared for the races, thought they were adding new uniques though.
Edit: Hud is fine for the turmoil event.
