there is a bug here.
Seething flask is not counted as instant flask at all
I set instant flask to 50% while normal flask to 80%. but the seething flask is activated at 80%

how to fix this?

Also. what does "total charges reductions" do? i just leave it as it is but it is probably important?

It would be a good idea to set a next health flask timer instead of waiting for the HP to go above the trigger for the next flask to be used.

iirc how it works... it should be waiting for you to no longer have the flask life buff. There wouldn't really be a reason to use another potion if you already have the life buff ticking unless it happened to choose one that gives you very little health. If you have an instant potion and are below that threshold, it should pop that regardless of if you have the life buff.
