You've installed a x86 SDK and it gets loaded first for some reason. There's a section on the wiki explaining how to swap x86/x64 dotnet path priority, try that.

There's a bug with FullRareSetManager: when pressing vendor key, it's not able to sell items to vendor. there's a message that says "We hit a catch!". I think it's unable to detect NPC vendor.
