When i start AoC it starts downloading a 15gb patch with no new patch notes is this normal?

its possible data was corrupted so it has to download most (or all) of the game again.

Happened to me and my buddy three times, me twice, him once.... the only thing you can do unfortunately is do the scan or re-install.
