What seems to be the problem

Most likely the problem lies in your ISP connection or your firewall settings.
We can provide instructions on how to use network diagnostics tool, but unfortunately we are not able to solve the problem which lies on your end.

We recommend to contact your ISP and inquire if there are any connection issues on the route between you and miqobot.com.

tried firewall and antivirus, it didnt work.
Turn on VPN and now it's working. Is it in ISP connection problem category?

If VPN resolved your issue, then yes, something is wrong with the normal connection route provided by ISP.
It may not be directly related to provider equipment, but ISP can usually give the answer why it happens.
