I've got no money on mah PayPal, but I think I've got some on my normal bank account, and I dont know if PayPal just pulls in the Money from my Bank account or if I have to send it there first.

I'm pretty sure you just have to type your bank information on paypal, then it will automaticly transfer it over, I don't think its some wait times.
